FLACMA

FLACMA grew out of the Latin America Chapter of the International Union of Local Authorities (IULA). It was founded November 17, 1981, in Quito, Ecuador, and is the regional representative of the worldwide organization United Cities and Local Governments (UCLG).
All cities, municipalities, national associations of local governments and municipal institutions in Latin America that are interested in joining are members of FLACMA.
Its objectives include:

• Working to deepen the decentralization process in members' countries;
• Helping to increase the efficiency, effectiveness and transparency of local governments, associations of municipalities and municipal institutions, based on principles of democracy and social equality;
• Facilitating the exchange of experiences among local governments, associations of municipalities and municipal institutions in Latin America;
• Promoting Latin American integration from the municipal sphere, fostering cooperation, sister-municipality relationships and solidarity among municipalities.

Its tools for creating and sharing knowledge about local administration include:

• A virtual municipal library (Biblioteca (Virtual) Municipal), which contains studies, reports, projects, etc., about and for local governments.
• An electronic discussion list,"GOLDE2,", designed to provide a global communications platform for effective sharing of information among anyone interested in local government and decentralization in Iberoamerica.

Its publications are mainly manuals, Local Development Notebooks, Local Democracy Magazine (Revista Democracia Local) and self-study CDs on various topics. Recent publications include:
