Launched in 1997 by the Universidad Nacional de Quilmes, in association with the Universidad Nacional de General Sarmiento, the Ministry of Municipal Affairs (Secretaría de Asuntos Municipales de la Nación) and the Argentine Federation of Municipal Governments (Federación Argentina de Municipios), with support from the Hanns Seidel Foundation (Hanns Seidel Stiftung e.V.).

Its objectives are to identify, document and reward good practices in municipal public administration in Argentina.

It maintains a database at www.bel.unq.edu.ar of 607 experiences related to local development, particularly the following areas: socio-economic development, land-use planning and environment, infrastructure and public services, health and social services, education and culture, administration and government, justice and public security, etc.

Criteria for evaluating the experiences center on inter-sector and public-private collaboration, integrated territorial management, civic participation, and the degree of innovation in local administration.

The methodology for identifying the experiences includes the following steps:

  • Characteristics of the municipality where the experience took place.
  • Proposed objectives and the problem that the experience attempts to solve.
  • Characteristics of the area in the municipality where the program was implemented.
  • Regulatory framework for the experience.
  • Characteristics of the prior situation.
  • General characteristics of the initiative: original and final activities; original and final beneficiary population; number of beneficiaries; types of linkages; level of civic participation.
  • Stages of implementation and degree of progress.
  • Human resources involved.
  • Financing-
  • Negotiation process and conflicts that arose during the design or implementation of the experience.
  • Evaluation of the impact of the experience.

To generate knowledge about local administration , research is carried out to incorporate new cases into the BEL. Recognition of Good Municipal Administration is co-organized with the national Senate and other national and local institutions. Congresses and seminars are organized to present experiences included the BEL, and virtual training courses are offered as part of the Continuing Education Program in Local Management ( Programa de Actualización en Gestión Local (see: capacitacion.municipios.unq.edu.ar).
 Publications are mainly the outcome of research. They include:
